So Maharashtra government is rolling out this massive ₹36,585 crore farm loan waiver scheme . It's called the Punyashlok Ahilyadevi Holkar scheme and is supposed to help around 55.72 lakh farmers,which is a huge number.
But most interesting part this time is not amount only,it's who they are keeping out of it . They have made some very strict rules.
And honestly,this is where it gets different from usual waivers. They are straight up excluding all current and former ministers,Members of Parliament (MPs),and Members of Legislative Assembly (MLAs) . Even leaders of local government bodies are not getting any benefits.
This feels like a right move ah.
But it doesn't stop there . Any person working for Central or State Government,even retired ones,who get gross monthly salary or pension of more than ₹25,000 is also not getting the waiver. Same rule applies to employees of PSUs,cooperative banks,and sugar factories earning above that amount.
Few things standing out clearly in this scheme:
- All politicians like ministers,MPs,MLAs are completely excluded from benefits .
- Any government employee or pensioner earning above ₹25,000 monthly is also not eligible.
- For big loans over ₹2 lakh,there is a One-Time Settlement (OTS) where farmer has to pay the extra amount first.
The government is also pushing for transparency . They are making Aadhaar biometric verification mandatory and everything will be registered on the state’s “Agri stack” platform. This is to make sure money goes to right person.
And they are also giving incentive for people who actually pay back loans . Farmers who repay on time can get bonus of up to ₹50,000,which tbh,is a pretty good way to encourage good behaviour.
The whole thing is for loans taken between April 1,2019,and March 31,2025 . It seems to be targeting those loans that became overdue and were not paid.
A special committee is also being set up to negotiate with banks about these bad loans . It's a big operation,trying to clean up the system. But you know how these things go… the implementation is everything .
The idea is clearly to help the most vulnerable farmers,not the ones with connections or stable government jobs . But will this really fix root cause of farmer debt,or is it just another bandage… that is the big question nobody has answer for rn.
