Chief Minister V.D. Satheesan has moved very fast after taking office,and within just two weeks,he has already called two special meetings on Kerala Infrastructure Investment Fund Board.
KIIFB is not small body ah . It is known as state’s main infrastructure financing body,and since being established in 1999,it has funded projects exceeding ₹60,000 crore across healthcare,education and infrastructure .
But now Satheesan seems to be sending clear message that old style of functioning may not continue . Since he is also handling Finance portfolio,he is trying to keep direct control over KIIFB,especially after concerns about previous autonomous functioning and perceived lack of effective oversight.
And tbh,this is where politics and finance are mixing in very direct way . When one agency handles such huge funding,questions around transparency,accountability and financial discipline are bound to come up sooner or later.
Few things government is now looking at:
- Restructuring governance by tightening oversight and improving governance mechanisms.
- Phasing out temporary staff and giving priority to qualified government officers over contract personnel.
- Investigating irregularities through review of past appointments and financial commitments.
Over years,KIIFB has faced criticism for spending practices and governance structures . Reports about increasing reliance on contract staff and concentration of key roles among small group of individuals have also raised eyebrows.
Now administration is examining organizational structure of KIIFB to remove redundancy and improve accountability . Sounds technical,but actually it means government wants to know who was taking decisions,how money was being committed,and whether system had enough checks or not .
For Satheesan government,this looks bigger than routine administrative adjustment . Congress-led UDF government taking charge,and resignation of KIIFB’s CEO,a close aide to former Chief Minister K.M. Abraham,has made whole situation even more urgent .
But real question is whether these reforms will genuinely clean up KIIFB’s working,or whether this will become another political fight around control of one powerful funding agency…
