One very important political development has come out just before Monsoon session of Parliament where Congress President Mallikarjun Kharge has directly written to Prime Minister Narendra Modi,requesting him to convene an all-party meeting on government's revised delimitation proposals . And honestly,the frustration in that letter is not hard to understand at all.
According to reports,Kharge made his letter public on July 16,2026 . In it he has once again pushed for this all-party meeting,emphasizing that Opposition needs adequate time to properly study revised delimitation proposals before they get presented in Parliament.
What makes this more notable is that Kharge has reportedly been writing to Minister of Parliamentary Affairs Kiren Rijiju since March on same issue . That is several months of requests going without any visible action . He has expressed clear disappointment over this,stating that such non-response actually undermines democratic process itself .
And honestly,this is where things get uncomfortable.
The larger context here is that government is reportedly exploring various approaches to increase number of Lok Sabha seats for all states by 50% . This appears to be one strategy to address growing concerns from southern states about potential reduction of their political representation . Because under simple population-based delimitation,states that controlled their population growth would actually end up losing seats . Not small thing at all.
Few things standing out clearly in this situation:
- Constitution (131st Amendment) Bill,2026,which was previous delimitation bill,failed to get required two-thirds majority in Lok Sabha on April 17,2026 .
- Kharge has been persistently requesting all-party meeting since March,writing to Kiren Rijiju multiple times before escalating to PM Modi directly .
- Monsoon session begins July 20,and senior Congress leaders including Kharge and Rahul Gandhi have already gathered in Delhi to prepare strategy.
In his letter,Kharge stated,"My letter to PM Modi,once again requesting him to convene an All Party Meeting to discuss the Government's revised proposals on Delimitation,is crucial for ensuring that all voices are heard before any legislative action is taken." That line says quite a lot about where Congress stands on this whole process.
And in India's political structure,delimitation is not just technical exercise . It directly affects how many seats each state gets,which affects power,funding,priorities… everything essentially flows from representation numbers.
Southern states have been particularly vocal about this for long time now . They feel they are being penalized for better governance and population control by potentially losing Lok Sabha seats to more populous northern states . That underlying tension is not going away quietly .
At same time,the fact that previous bill itself failed in Lok Sabha on April 17,2026 without getting two-thirds majority shows how deeply contested this issue already is . Government clearly needs some broader consensus but whether it will agree to all-party meeting before session or simply proceed with its own approach… that question is still completely open right now.
With Monsoon session starting July 20,this issue will almost certainly become one of loudest flashpoints in Parliament . But whether genuine dialogue happens or it all just turns into political noise without any real resolution for states concerned,honestly nobody can say for certain yet
